While the terms are often used interchangeably, they have distinct meanings under Pennsylvania law:
- Municipal Water Systems are owned or operated by a city, township, or borough authority, typically serving homes and businesses within a defined service area.
- Public Drinking Water Systems include all systems that serve 25 or more people or have at least 15 service connections, even if privately owned — such as schools, mobile-home parks, apartment complexes, churches, and campgrounds.
